Minimum Information Requirements for Tariff Applications (MIRTA)

The May 2010 edition of this Bulletin reported on a poorly attended NERSA stakeholder workshop on draft guidelines for `Minimum Information Requirements for Tariff Applications [MIRTA]’ held at the Gallagher Convention Centre on 13 May 2010. NERSA made it clear that it plans to adopt MIRTA by September 2010 to:

  • standardise the manner and format of information submitted to NERSA for tariff applications; and
  • improve the quality of information and decisions of the Energy Regulator

AMEU members were advised in a circular distributed on 12 July 2010 that NERSA have published revised (7 July 2010) guidelines for the information they will require when licensed electricity distributors submit applications for tariff increases and invited interested stakeholders to submit comment on these guidelines and to attend a public hearing scheduled to take place on 12 August 2010.

Copies of the NERSA invitation and the revised guideline document were available on the NERSA website at http://www.nersa.org.za/ or the AMEU website, here, together with a summary of stakeholder comment received during the earlier process and details on the MIRTA process timelines.

It will be too late for readers to comply with the NERSA deadlines by the time this Bulletin is distributed. Deadline dates were published as:

  • Written comment should have been submitted to mirta@nersa.org.za by 29 July 2010.
  • Members of the public wishing to attend or present their views at the hearing were required to submit their request by 16h30 on Thursday 29 July 2010 to Eleazer Dlamini at publichearings@nersa.org.za who may also be contacted at Telephone: (012) 401 4035 or Fax: (012) 401 4700.
